The Freedom of Information Act gives a general right of access to all types of recorded information held by public authorities. The Act also sets out a number of exemptions from that right.

Each public authority is required to adopt and maintain a Publication Scheme setting out the classes of information it publishes or intends to publish; the manner in which information in each class is, or is intended to be, published; and whether the material is available to the public free of charge or on payment.
The purpose of the Publication Scheme is to ensure that a significant amount of information is available, without the need for a specific request. Where information is listed within the Publication Scheme, the authority is deemed to have made the information reasonably accessible to the applicant, and under Section 21 of the Act, is not required to take any further action in providing that information.
