The Council’s Designing Out Crime (SPD) seeks to promote high quality designs and layouts in new development that contribute to reducing crime, fear of crime and anti-social behaviour.
The SPD was adopted by the Council in April 2005 following public consultation in October-November 2004. The document forms part of the Council’s new Local Development Framework.
The guidance supports the aims of the Council’s Crime and Disorder, Drug and Alcohol Harm Reduction Strategy 2005 – 2008 which seeks to make Sutton the safest Borough in London.

Public Consultation
Public consultation on the Draft Designing Out Crime SPD took place between 11 October and 19 November 2004 in line with the Council’s draft Statement of Community Involvement (SCI). A range of methods were used to seek the views of residents, local business, the Safer Sutton Partnership Board and relevant public bodies.
88 responses were received from 22 respondents, including individuals (20), local groups (41), business (1), the Metropolitan Police (13), other public organizations (4), the views of the Town Centre Manager (5) and arising from the outcome of Area Committee meetings (1). 66 representations required no further amendments to be made. The remaining 22 objections have been addressed in the final version of the SPD which was adopted by the Council in April 2005.
In line with the planning regulations, the Council is required to prepare a 'Statement of Compliance' upon the submission of each local development document, stating how the arrangements for public consultation have met the requirements of the regulations and the SCI. Accordingly, the Statement of Compliance (
