The Control of Noise (Code of Practice on Noise from Audible Intruder Alarms) Order 1981 (Statutory Instrument 1981 No 1829) gives guidance on methods for reducing the incidence of nuisance caused by the ringing of alarms.

If you permit your alarm to ring unnecessarily, action may be taken against you under the Environmental Protection Act 1990 or the Clean Neighbourhoods and Environment Act 2005.

It is therefore in the interest of all owners or occupiers of premises with intruder alarms on or in their premises to adhere to the procedures set out in the Code of Practice ie:

Fit a 20-minute cut out device.

Register key holders who can be contacted to silence the alarm following activation.

In the London Borough of Sutton it has been determined that the Police will no longer hold key holder information, but the Local Authority will.

There is no obligation to register key holder details with the Council, however, if key holders can be contacted if your alarm rings continuously and you are not around to switch it off, the Council can contact the key holder to switch it off.

If the Local Authority cannot contact anyone, they are legally obliged to force entry and switch the alarm off. The owner of the property would be charged for the cost of calling out a locksmith and any other charges incurred.

The registration form should be used to advise the Local Authority who your key holders are. Even if you have previously registered, you will need to register again.
