Community Plan & Local Area Agreement
Working to improve Sutton's quality of life.
The Sutton Strategy sets out the Sutton Partnership's shared vision of the kind of borough that we want Sutton to be. Drawing upon the results of community consultation exercises the strategy identifies local priorities and establishes how key local organisations representing the public, private and voluntary & community sectors will work together through the Sutton Partnership to deliver these priorities and make a reality of the vision.
In Sutton there is a deep commitment to the principles and practice of partnership working. We understand that to tackle many of the challenges that we face, maximising the energy and potential of the wider community is critical and that working in partnership to deliver shared aims is often the route to success.
All councils in England must lead the production of a sustainable community strategy for their area, in consultation with the local community. The Sutton Partnership has the responsibility to oversee its preparation, implementation and review. The Partnership also leads on the borough's Local Area Agreement (LAA) with the government, which sets out the improvement priorities partners locally will deliver over the next three years. The LAA forms the action plan for improvement in this Sutton Strategy.
Vision
Our vision is to create a sustainable suburb in London where the quality of life is better than any other part of the capital. Sustainability for us has a variety of meanings. It is not only about environmental sustainability but also the sustainability of our family and community life – our responsibility as citizens and our duty to each other and, especially to children, older people and vulnerable groups in society. In Sutton we believe that sustainability is also about affordability and getting the best public services through working in partnership with the community.
Three themes underpin our vision of a sustainable suburb.
Fairer
- Reduce the existing life expectancy gap in the borough from six years to three years
- Improve the health gain from people stopping smoking by increasing the proportion of people quitting smoking for one year or longer from 25% in 2006/07 to 40%
- Reduce the inequality gap between pupils eligible and ineligible for free school meals by 2% per year to 2020
- Ensure that 100% of people eligible for adult social care have individual care plans and budgets
- Ensure that 100% of council properties meet the decent homes standard
- Reduce the existing unemployment gap in the borough by 50%
Safer
- Make Sutton the safest borough in London for all types of crime.
Greener
- Reduce residents' car trips from 49% (2006 baseline) to 34%
- Reduce eco footprint of Sutton residents from 5.4 global hectares (2006 baseline) to 3gh (equivalent to 1.7* planets)
Focus for action: Local Area Agreement 2008-11
The Sutton Partnership has identified 25 national indicators, in addition to the 17 mandatory indicators set nationally. These indicators cover the areas that the partnership, through delivery of this strategy, will be focusing upon over the next three years.
The indicators are shown below, grouped under the three themes of fairer, greener and safer:
Fairer
- Reducing mortality rates from all circulatory disease at ages under 75• Increasing the number of social care clients receiving self-directed support
- Improving support to carers
- Increasing the number of adults with learning disabilities in settled accommodation
- Increasing the number of people who feel they can influence local decisions
- Increasing the number of young offenders in suitable education, employment and training
- Improving the effectiveness of child and adolescent mental health services
- Reducing obesity amongst primary school aged children in the reception year
- Reducing the inequality gap in the achievement of a Level 3 qualification by age of 19
- Reducing the inequality gap in the achievement of a Level 2 qualification by age of 19
- Reducing the achievement gap between pupils eligible for free school meals and their peers at key stages 2 and 4
- Increasing the number of affordable homes
- Increasing the borough's percentage of decent homes
- Increasing the number of people of working age qualified to at least level 2
- Reducing the number of people of working age claiming out of work benefits
Greener
- Adapting to climate change
- Improving local biodiversity
- Reducing carbon dioxide emissions in the borough
- Reducing the number of children travelling to school by car
- Increasing the number of new businesses in the borough
Safer
- Reducing the serious violent crime rate
- Reducing the acquisitive crime rate
- Dealing with local concerns about anti-social behaviour
- Reducing repeat incidents of domestic violence
- Increasing young people's participation in positive activities
- Increasing participation in sport
