Sutton Local Development Framework (LDF)

The Council is preparing a new spatial strategy and planning policy framework for the future development of the Borough called the Local Development Framework (LDF) which will replace Sutton's existing Unitary Development Plan (UDP).

Sutton's LDF Programme
The Council's programme and timescale for preparing all local development documents within Sutton's LDF is set out in the Revised Local Development Scheme (LDS) (April 2007) and regular progress updates are provided in our quarterly LDF Newsletter . When adopted, the LDF will eventually replace the existing Sutton Unitary Development Plan (UDP) adopted in 2003.  Public Examination into the Core Planning Strategy Development Plan Document (DPD), the main document within Sutton's LDF setting out the Council's Vision, spatial strategy and planning policies for the future development of the Borough over the next 10-15 years, is now underway following Submission to the Secretary of State on 6 March 2009.

LDF Evidence Base
All planning authorities are required to maintain an up-to-date local evidence base on the key social, economic and environmental characteristics of their areas, in order to deliver a sound LDF. In building up the following local evidence base, the Council has had regard to the Evidence Base and Monitoring Framework and Soundness Self-Assessment Toolkit published by the Planning Advisory Service (PAS) in October 2007.

LDF Newsletter

In accordance with the Statement of Community Involvement, the Council prepares a quarterly newsletter to update on the progress of the Local Development Framework.

LDF Community Champions

Community champions, who can help shape all aspects of the future growth and development of the borough, are needed by Sutton Council. Adopted Statement of Community Involvement (SCI)

The Statement of Community Involvement, forming part of the Local Development Framework, sets out the Council's borough-wide policy for involving the community in the preparation and revision of future planning policies and involvement in planning applications.

Sutton's Local Development Scheme (LDS)

Sutton's initial Local Development Scheme (LDS), setting out the Council's original programme and timescale for the preparation of local development documents, including the Core Planning Strategy DPD and Proposals Map, was submitted came into effect on 29th July 2005.

Core Planning Strategy: Adopted 7 December 2009.

The Core Strategy sets out a long-term vision, spatial strategy and core policies for shaping the Borough's development up to 2024 and is key to the delivery of Sutton's sustainable community strategy.

Core Planning Strategy - Examination Documents

The Council has prepared an Examination Library consisting of all documents submitted to the Secretary of State on 4 March 2009 for the purposes of Public Examination together with a wide range of background documents, including national and regional guidance, to which the Council has had regard in preparing the Core Planning Strategy.

Open space Planning Policies

Sutton Town Centre Area Action Plan

Sutton Council is working with the Town Centre Partnership to prepare a long-term planning strategy for Sutton town centre. We are preparing an Area Action Plan, with ambitious proposals for future shopping, leisure facilities, additional homes and office space over the next 15 years.

Annual Monitoring Report 2004-05

Under the new planning regulations, the Council is required to prepare an Annual Monitoring Report to assess the implementation of the Local Development Scheme and the effectiveness of planning policies in achieving their objectives.

Sutton's Annual Monitoring Reports (AMR) are submitted to the Government Office for London (GOL) in December each year in line with the the statutory deadline of 31st December.

Urban Design (SPD)

Sutton's Urban Design SPD sets out the Council's planning guidance for the design of buildings and the spaces between them, including squares and streets.

Affordable Housing (SPD)

The Council and other parties have submitted their Statements of Case regarding the Issues for Examination to the Inspector. In addition to the Statements of Case, a number of Statements of Common Ground have been agreed.

Flood Risk Policy

Government policy on flooding aims to ensure that flood risk is taken into account at all stages in the planning process to avoid inappropriate development in areas at risk of flooding.

Design of house extensions

Our Design of Residential Extensions SPD contains a wide range of guidance regarding extensions to residential dwellings within the Borough including: the design of extensions and the character and streetscene; overlooking and shadowing; daylight and sunlight measures; the design of windows and doors; material and architectural details; amenity space; planting; contemporary design and common forms of extensions.

Planning Brief for Cheam Village (Elizabeth House Sheltered Scheme)

Sutton Council is committed to providing the right accommodation for local people in later life and other special needs. The Council has adopted a Planning Brief to guide future development of the Sheltered Housing Site in Cheam Village.

Site Development Policies (DPD)

The council is preparing a Development Plan Document which will identify detailed policies and future development sites to help implement the Core Planning Strategy.

Lodge Place Planning Brief (SPD)

The Lodge Place Planning Brief will provide guidance on the redevelopment of the Lodge Place area to help transform it into an attractive town centre destination.

The South London Waste Plan

Landfill space is running out and buried waste releases climate-changing gases. New ways of dealing with waste are needed. Croydon, Kingston, Merton and Sutton are working together to meet this challenge by developing the South London Waste Plan.
