What we asked about in the parking survey?

We developed these proposed parking scheme designs with the aim of resolving the feedback from the 5,324 responses received during our Stage 1 consultation.

The main types of parkings schemes proposed during the Stage 2 consultation were:

Controlled parking zones: permit required

  • Belmont Road area
  • Cheam area
  • Belmont Hospital (BH CPZ extension)

Permit parking area: permit required

  • Talbot Road area
  • Gordon Road area
  • Anglesey Gardens area
  • Stanley Road area
  • Radcliffe Gardens
  • Carshalton Beeches

Free Bay scheme: no permit required

  • Belmont Station
  • Hillside Road

In addition, double yellow lines to aid with road safety were proposed at a range of locations throughout the consultation area.

The consultation on these proposals was sent to 14,513 households. A series of public engagement events were also held across the consultation area.

What you said?

1,323 responses from residents in 176 streets were received in the Stage 2 consultation. The response rate by household was 10%.

Around 74% of responses were against the parking proposals on a road, 19% of responses were in support and 7% held other views, although there were variations across the different areas.

Feedback about the proposals across wards and local areas varied, particularly in relation to alternative parking scheme proposals.

  • In Belmont, the leading option was a PPA (57%), followed by a CPZ (29%) with only 14% favouring Free Bays.
  • In Cheam there is a clear preference for the use of Free Bays (83%), with few supporting a CPZ (7%) or PPA (10%).
  • In Carshalton Central there is mixed response, with 56% favouring a PPA, 23% Free Bays and 21% Free Bays.
  • In Carshalton South & Clockhouse equal proportions of residents supported PPA (39%) and a Free Bay Scheme (39%).

For days of operation - 64% of those in favour of parking controls would support the implementation Monday-Friday. 25% support parking controls every day and 11% favoured Monday-Saturday.

Residents were also given the opportunity to provide comments about the proposals. The top 5 responses by theme were:

  • The impact of non-residents taking up parking spaces in the area, including comments about commuters, school drop off, trade/commercial vehicles, shopping and events. 
  • Concern about dangerous parking, on bends/road junctions, road safety for pedestrians, access for emergency and refuse vehicles
  • Introduction of new schemes such as a CPZ would not address the underlying cause(s) of parking problems and would only move the problem to a neighbouring area that did not have controls.
  • The view that the council should focus on the enforcement of existing yellow line parking controls
  • Concerns that the proposed schemes will have a detrimental impact on the retail areas (High streets) as shoppers are deterred from parking.

Next steps

Following an initial review of the consultation results, the council is proposing to not proceed with the following proposals at the present time:

  • Anglesey Gardens Area PPA
  • Stanley Road Area, PPA
  • Radcliffe Gardens PPA
  • Carshalton Beeches PPA
  • Hillside Road free bay scheme 
  • Belmont Road Area CPZ 
  • Belmont Hospital (BH CPZ extension)
  • Belmont Station free bay scheme
  • Cheam CPZ (other than Peaches Close - see below)

However, there may be a need to review some of these proposals again in the future if local circumstances change - for example, proposals around Belmont station may need to be reconsidered as the hospital site is developed.

The council will now proceed with area-wide, small-scale waiting restrictions (yellow lines) where required for safety reasons.

Three remaining areas will be the subject of further investigation and consideration with ward councillors before decisions are taken on how to proceed. They are:

  • Peaches Close (part of the previously proposed Cheam CPZ Area)
  • Gordon Road PPA
  • Talbot Road PPA
