Local Development Framework (LDF)

The Council has prepared a spatial strategy and planning policy framework for the future development of the Borough called the Local Development Framework (LDF).

Sutton's LDF Programme
The Council's programme and timescale for preparing all local development documents within Sutton's LDF is set out in the Sutton's Local Development Scheme (LDS) (April 2007). The LDF has now replaced the Sutton Unitary Development Plan.

Sutton Town Centre Area Action Plan DPD - The Council is no longer preparing a separate AAP but a limited suite of policies and proposals are included in the Adopted Site Development Policies DPD.  The previous stages of public consultation on the Sutton Town Centre AAP sets out the results of the 'Preferred Options' consultation and the committee reports and resolutions leading to the decision not to progress the AAP.

Other Planning Guidance

On 15 January 2014, the London Borough of Sutton confirmed an Article 4 Direction, under the Town and Country Planning (General Permitted Development) Order 1995 (as amended), which will require planning permission for the conversion of offices to residential uses.

LDF Evidence Base

All planning authorities are required to maintain an up-to-date local evidence base on the key social, economic and environmental characteristics of their areas, in order to deliver a sound LDF. In building up the following local evidence base, the Council has had regard to the Evidence Base and Monitoring Framework and Soundness Self-Assessment Toolkit published by the Planning Advisory Service (PAS) in October 2007.

LDF Newsletter

In accordance with the Statement of Community Involvement, the Council prepares a quarterly newsletter to update on the progress of the Local Development Framework.

LDF Community Champions

Community champions, who can help shape all aspects of the future growth and development of the borough, are needed by Sutton Council. What are your priorities for where new housing should be built and on other development - employment, retail, leisure, community - and on essential public services and transport development?

Adopted Statement of Community Involvement (SCI)

The Statement of Community Involvement, forming part of the Local Development Framework, sets out the Council's borough-wide policy for involving the community in the preparation and revision of future planning policies and involvement in planning applications.

Sutton's Local Development Scheme (LDS)

Sutton's initial Local Development Scheme (LDS), setting out the Council's original programme and timescale for the preparation of local development documents, including the Core Planning Strategy DPD and Proposals Map, was submitted came into effect on 29th July 2005.

Examination Library

The Council has prepared an Examination Library consisting of all documents submitted to the Secretary of State on 30 June for the purposes of Public Examination together with a wide range of background documents, including national and regional guidance, to which the Council has had regard in preparing the Site Development Policies DPD.

Employment & Planning Policies

In order to inform planning policies for employment in the Core Planning Strategy DPD and Site Development Policies DPD, it is necessary to build up a local evidence base in relation to certain key indicators.

Car Clubs SPD

The Car Clubs SPD updates the Councils previous planning guidance for Car Clubs (2002) to reflect recent experience, new research, published guidance, and changes in the ways that Car Clubs operate.

Designing Out Crime SPD

The Council's Designing Out Crime (SPD) seeks to promote high quality designs and layouts in new development that contribute to reducing crime, fear of crime and anti-social behaviour.

Development Framework for Sutton Station and Adjacent Land (SPD)

Orchard Hill Planning Brief SPD

Open space Planning Policies

Planning policies for open space for inclusion in the Core Planning Strategy DPD, Site Development Policies DPD and Sutton Town Centre Plan DPF, should be based on an up-to-date analysis of supply of open space in terms of quantity, quality, accessibility and value, identifying any deficiencies or surplus in provision.

Retail Planning Policies

Planning policies for retail and town centres for inclusion in the Core Planning Strategy DPD and Site Development Policies DPD, must be based on a sound understanding of certain key indicators.

Annual Monitoring Report 2004-05

Under the new planning regulations, the Council is required to prepare an Annual Monitoring Report to assess the implementation of the Local Development Scheme and the effectiveness of planning policies in achieving their objectives.

Urban Design (SPD)

Sutton's Urban Design SPD sets out the Council's planning guidance for the design of buildings and the spaces between them, including squares and streets.

Affordable Housing (SPD)

The Council's Affordable Housing Supplementary Planning Document (SPD) sets out guidance on the application and implementation of a number of key affordable housing issues, including: the definition of affordable housing; housing need; the housing mix/tenure of affordable housing; overall affordable housing targets and thresholds; off-site provision/commuted sums; and sheltered housing.

Planning - transport policy

Transport Assessments and Travel Plans are essential tools in assessing and reducing the environmental impacts of a development and encouraging the use of sustainable transport.

Education Contributions from Residential Development SPD

New housing development may increase the number of children in the Borough, and therefore demand for existing educational resources. This document provides guidance to developers on education contributions to address the impact of additional demand from new residential development.

Developing Green Space Guidelines for Sutton

The Council has prepared draft Green Space Guidelines for developers in order to ensure that our local communities are fully adapted and resilient to future climate impacts.

Hackbridge Supplementary Planning Document (SPD)

The SPD will provide planning guidance on the redevelopment of sites within Hackbridge and proposals to help make it the UK's greenest suburb.

Site Development Policies DPD: Adopted March 2012

Site Development Policies Development Plan Document (DPD) identifies development management policies against which planning applications will be considered, along with other policies of the Local Development Framework (LDF), and allocates sites for future development in order to help deliver the Vision of the Core Strategy.

Statements of Case and Statements of Common Ground

The Council and other parties have submitted their Statements of Case regarding the Issues for Examination to the Inspector. In addition to the Statements of Case, a number of Statements of Common Ground have been agreed.

Flood Risk Policy

Government policy on flooding aims to ensure that flood risk is taken into account at all stages in the planning process to avoid inappropriate development in areas at risk of flooding.

Design of house extensions

Our Design of Residential Extensions SPD contains a wide range of guidance regarding extensions to residential dwellings within the Borough including: the design of extensions and the character and streetscene; overlooking and shadowing; daylight and sunlight measures; the design of windows and doors; material and architectural details; amenity space; planting; contemporary design and common forms of extensions.

Planning Brief for Cheam Village (Elizabeth House Sheltered Scheme)

Sutton Council is committed to providing the right accommodation for local people in later life and other special needs. The Council has adopted a Planning Brief to guide future development of the Sheltered Housing Site in Cheam Village.

Lodge Place Planning Brief (SPD)

The Lodge Place Planning Brief provides guidance on the redevelopment of the Lodge Place area to help transform it into an attractive town centre destination.

The Council has prepared the Site Development Policies Development Plan Document which identifies detailed policies and future development sites to help implement the Core Planning Strategy.

The South London Waste Plan

The South London Waste Plan DPD sets out the issues and objectives to be met in waste management for the next ten years. It is a joint DPD and covers the geographical area comprising the London Borough of Croydon, the Royal Borough of Kingston-upon-Thames, the London Borough of Merton and the London Borough of Sutton.
