If you're a local resident in a Controlled Parking Zone (CPZ), you'll need to buy a permit to park there.
To apply for a CPZ permit, we’ll need to see proof of residence and proof that you’re the registered keeper of the vehicle.
Proof of residence must be:
- a valid or current tenancy agreement, or
- a Council Tax letter (must be current financial year), or
- a utility bill (gas/electric/water) no more than 3 months old, or
- if you are moving into the area, we will need confirmation of your new address (such as a solicitor's letter or a tenancy agreement)
Proof you’re the registered keeper of the vehicle must be:
- a copy of the vehicle registration document (V5) that shows your address, or
- a copy of a car insurance document that shows you as the policy holder and includes your address and vehicle details
You won’t need to pay until after we let you know that we have approved your application.
Permits are valid for 1 year and each household can have up to 3 permits in a year.

Opening hours are Monday to Friday, 9am to 2pm (closed Bank Holidays). Card payment is available at this office.
If you are applying for a permit for a company car
We will need written confirmation that you have sole use of the vehicle at your address.
This needs to:
- be written on headed company notepaper
- be from the company secretary (it can’t be the person applying)
- include the vehicle registration number

What happens next
It may take us up to 5 days to review your application and send out your permit.
If you have not received your permit within 5 working days, email us at parking.permits@sutton.gov.uk.
