Neighbourhood Planning

Making a Neighbourhood Plan


To make a Neighbourhood Plan, communities need to come together to create a forum which has to be consulted on and formally designated by the council.

The forum also has to identify the area which the plan will cover. This area has to be consulted on and designated by the council.

Hackbridge and Beddington Corner Neighbourhood Area

The council, with the agreement of the Hackbridge and Bedddington Corner Neighbourhood Development Group, appointed Mr David Hogger BA MSc MRTPI MCIHT as independent examiner for the Hackbridge and Beddington Corner Neighbourhood Plan in May 2018.

The examiner considered the draft Hackbridge and Beddington Corner Neighbourhood Plan and all representations received. The examination into whether the draft plan meets the ‘Basic Conditions’ has now concluded, and the council received the Examiner’s Report on 4 September 2018. The report confirmed that, subject to modifications being made, the neighbourhood plan meets the ‘Basic Conditions’ and should proceed to a local referendum.

The council’s Housing, Economy and Business Committee decided on 25 September 2018 that the neighbourhood plan, as modified, would meet the relevant neighbourhood planning regulations and legal tests, and should therefore proceed to a local referendum.

Details of the local referendum, to decide whether the Hackbridge and Beddington Corner Neighbourhood Plan should be adopted, will be made available at the earliest opportunity.

The Hackbridge and Beddington Corner Neighbourhood Plan includes policies on a range of matters including housing, the built environment, local economy, environment, energy, waste, water, movement and community infrastructure. If adopted, the plan will become part of Sutton’s statutory development plan and will be used alongside the council’s own planning documents and the Mayor’s London Plan in determining applications in the Hackbridge and Beddington Corner Neighbourhood Area.

Beddington North Neighbourhood Area

The Beddington North Neighbourhood Forum (BNNF) has submitted applications for the re-designation of the neighbourhood area and neighbourhood forum, which is due to expire in November 2018. The council is inviting comments on both applications until 31 October 2018 before a decision is made at the Housing, Economy and Business Committee later in the year. Copies of both applications, along with other documents, via the Beddington North Neighbourhood Planning Documents

Belmont and South Cheam Neighbourhood Area
The forum and area were designated in 2016. Documents relating to the Belmont and South Cheam Neighbourhood Forum, Area and Plan can be found below.

The council’s Housing, Economy and Business Committee agreed on 13 June 2017 that the Burton Estates South Cheam Area of Special Local Character: Character Appraisal, produced by the Forum, could be used as a material consideration in the determination of planning applications in the designated area.
