Electric Vehicle Charging Points

In 2020 the UK government announced that the end of the sale of new petrol and diesel cars and vans would be brought forward to 2030. 

The council recognises the need to support residents to switch to EVs and is working with charge point operators to increase the availability of charge points in the borough. 

There are three broad classifications of charge points, based on the power output and charging time:

  • ‘Slow’ chargers (up to 3.6kW) are best for overnight charging for residential streets with limited off-street parking and usually take between 6 and 12 hours to charge.

  • ‘Fast’ chargers cover those with 7kW and 22kW power outputs, which typically charge an electric vehicle in 3-4 hours.

  • ‘Rapid’ chargers (50kw) typically charge an electric vehicle to 80% in around 30 minutes.

GULCS Lamp column electric vehicle charging points - installation 2021

Sutton is working with Siemens to install Ubitricity lamp column electric vehicle charging points for Sutton borough. Ubitricity lamp column charging points are compact and fit into the door of a lamp column. The project ambition is to deliver around 100 lamp column charging points in 2021. 

The general idea behind lamp column charging is to give residents the ability to easily charge electric or plug-in hybrid vehicles on the street where they live, especially if they do not have off-street parking or are unable to install their own home charging point.

Installing residential charging points is important because a key barrier to people switching to electric vehicles is the concern around where they will be able to charge their vehicle. 

These lamp column charging points will be a new feature for Sutton and are already becoming commonplace on residential roads in other London boroughs and the numbers are increasing rapidly each year. 

The charge points are being installed with financial assistance from the Office for Zero Emission Vehicles (OZEV) working with London’s Go Ultra Low Cities Scheme (GULCS), which is managed by London Councils, Transport for London and supported by the Mayor of London.

Frequently Asked Questions

How have the locations for these charging points been decided? 

We have primarily used requests from the Sutton Citizen Space Electric Vehicle survey undertaken in 2020, some requests from the 2021 survey, as well as resident suggestions for charging points received to the sustainable.transport@sutton.gov.uk email inbox. 

Lamp column charging points make the most sense for roads with limited off-street parking (i.e private driveways), so for this project we are most interested in requests from those who have said they park on the street. In some cases we are introducing lamp column charging to complement other Highways projects. 

While deciding where these lamp column charging points should go has been request-led, these are public assets for local residents to use. They are not dedicated to individual users and we hope many residents will welcome the introduction of these charging points. 

It is important to note that not all lamp columns are suitable for lamp column charging points. The lamp columns need to be near the kerb and have enough internal space to fit the charging point and be sensibly positioned so that a vehicle could safely park and charge next to the lamp column. 

The lamp columns also need to be made of metal, not concrete. Requests for charging points from roads which currently have concrete lamp columns will be noted and reviewed at a future time. 

These factors may mean that charging points may be put in a lamp column a little distance away from a request, as the nearest lamp columns may not be suitable. 

How are they installed?

The charging points are installed in the door of the lamp column. 

An earth mat, a small metal grid, is also installed in the footway next to the lamp column. This is to make the charging point electrically safe if there is a fault. The installation of the earth mat will take around a day to complete. 

Will this charging point be noisy?

No - the charging points are silent. 

What effect will this have on parking? 

We are not intending to change the parking next to the lamp column charging points. The current parking restrictions will apply and be unaffected by the charging point. 

We will introduce signage to indicate that the specific lamp column has a charging point fitted, with the intention of encouraging drivers of non-EV vehicles or of vehicles with charged batteries to park elsewhere if possible. However this sign will not prevent non-electric or plug-in hybrid vehicles from parking next to the lamp column. 

Other boroughs have decided to designate the parking next to their lamp column charging points for EV-only usage, we are not doing this currently. If we were to do this in the future, we would need to undertake a separate consultation on this. 

Who will be using these charging points and how frequently?

These are ‘slow’ charging points, meaning they deliver a low power over a period of time and are best for residential overnight charging. As such they will be used by local residents to charge. Drivers looking to get a higher rate of charge in a shorter period of time won’t likely be using a slow charging point, they will visit a rapid charging point instead. 

We and the supplier will be promoting the availability of these charging points and we expect to see usage increase as more residents decide to switch to electric vehicles.

The installation of lamp column charging points is being approached in batches. 

The first batch is shown in the table below. Once we have further batches planned we will update this page accordingly. 

Street notices for batch 1 will be provided in May on the lamp column proposed for the charging point and  nearby lamp columns and letters will also be distributed to immediate houses in near proximity. These notices will advise of our intent to install the lamp column charging point. 

We anticipate that the earth mat installations will begin in August 2021. 

Charging points will now be installed from the end of October to December 2021.

Source London charge points 

Source London charge points are currently available in council car parks. These are currently a combination of slow (3kw) and fast (7kw) charge points. 

  • Gibson Road - Three charge points (slow and fast) 

  • Kingsway Road  - One charge point (slow and fast), and passive provision for an additional point 

  • Melbourne Road - Two charge points (slow and fast), and passive provision for a further two 

  • The Square - Two charge points (slow and fast) 

  • Times Square - Three charge points (slow and fast) 

  • Wallington Library - Two charge points (slow and fast), and passive provision for a further two.

The council aims to work with Source London in 2021 to increase the number of Source London charge points available in the borough.

Charging at home? 

If you have access to an off-street parking space on property you own, you may be able to install a private home charge point.  There is financial assistance available to help you with this via the government's Electric Vehicle Homecharge Scheme.

If you do not have off-street parking it is important that you do not trail a charging cable from your property over the pavement to your vehicle parked on the road. Such a cable could pose a trip hazard and you could be held liable for any accidents if a pedestrian were to trip on the cable.

Please include your home address, including postcode as well as any other relevant information about where you would like an on-street charge point delivered.
