Business Grant Funds 

The Government has announced a series of grants for certain businesses affected by the COVID-19 pandemic:

  • Tier 2 restrictions in London from 17 October to 4 November, and 2 December to 15 December

  • National lockdown restrictions from 5 November to 2 December.

  • Tier 3 restrictions in London from 16 December to 19 December 

  • Tier 4 local lockdown restrictions in London from 20 December to 4 January 

  • National lockdown from 5 January

Please note you need to make a separate application for each scheme.

‘Open’ grant for businesses that were open but severely affected by local restrictions

The ‘Local Restrictions Support Grant Open’ grant covers the time of Tier 2 restrictions from 17 October to 4 November and 2 December to 15 December.

The Open grant supports Sutton businesses based in commercial property in the hospitality, hotel, bed & breakfast, entertainment and leisure sector that have remained open but have been severely affected by the restrictions on socialising.

The level of grants available through the scheme are set out below. These will be applied pro-rata for all the period Sutton was in Tier 2. 

  • Properties with a rateable value/fixed commercial property costs of £15,000 or under receive a grant of up to £467 for each 14-day qualifying period.

  • Properties with a rateable value/fixed commercial property costs of over £15,000 and below £51,000 receive a grant for up to £700 for each 14-day qualifying period.

  • Properties with a rateable value/fixed commercial property costs of £51,000 or over would receive a grant of up to £1,050 for each 28-day qualifying period, or for each 14-day period.

‘Closed’ grant for businesses that were required to close by law and are liable for Business Rates

The ‘Local Restrictions Support Grant closed’ grant covers the time of National Restrictions from 5 November to 2 December and Tier 4 from 20 December to 4 January. 

Businesses eligible for help under the Closed scheme are those that were required to close by Government by law. A full list of businesses required to close can be found Tier 4 here or national lockdown restrictions here. These include non-essential retail, leisure, personal care, sports facilities and hospitality businesses. Businesses applying to this fund must be liable for Business Rates.

The level of grants available through the scheme are set out below, and will be paid pro-rata for the time the restrictions are in place. The size of the grant will be based on rateable values: 

  • Properties with a rateable value of £15,000 or under would receive a grant of £667 for each 14-day qualifying period 

  • Properties with a rateable value of over £15,000 and below £51,000 would receive a grant of £1,000 for each 14-day qualifying period 

  • Properties with a rateable value of £51,000 or over would receive a grant of £1,500 for each 14-day qualifying period

You will need to submit a separate application for National Lockdown financial support and the Tier Four financial support using the application form below. 

You must have been liable for Business Rates on the start-date of each

Additional Restrictions Grant for businesses that were severely impacted by the restrictions but which are not eligible for the ‘Closed’ grant 

The ‘Additional Restrictions Grant’ covers the time of National Restrictions from 5 November to 2 December, and Tier 4 from 20 December to 4 January.

The fund is open to a wide range of businesses which were severely impacted by the restrictions in place.

The level of grants available through the scheme are set out below. Payments will be made pro-rata for the time the restrictions are in place. The size of the grant will be based on rateable values: 

  • Properties with a rateable value or fixed commercial property costs of £15,000 or under or home-based businesses would receive a grant of £667 for each 14-day qualifying period 

  • Properties with a rateable value or fixed commercial property costs of over £15,000 and below £51,000 would receive a grant of £1,000 for each 14-day qualifying period 

  • Properties with a rateable value or fixed commercial property costs of £51,000 or over would receive a grant of £1,500 for each 14-day qualifying period

You only need to submit one application form to cover both periods.

Support for wet-pubs under Tier 2

Wet-pubs liable for Business Rates which were forced to close under Tier 2 from 2 to 15 December can apply to the ‘Closed’ grant. Full details on the closed grant are available here. To apply, please complete the “Tier Two financial support” application form available here

In addition, the Christmas Support Payment for wet-led pubs helps pubs that predominantly serve alcohol rather than provide food and have been severely impacted over the festive season due to local restrictions. Eligible businesses may be entitled to a one-off cash grant of £1,000.

Your pub may be eligible if you usually derive less than 50% of your sales from food and you were established in the pub before 1 December 2020.

For the purposes of this grant, pubs should under normal circumstances (without local or national restrictions) be described as: open to the general public, allow free entry other than when occasional entertainment is provided, allow drinking without requiring food to be consumed and permit drinks to be purchased at a bar.

Tier 3 ‘Closed’ grant for businesses that were required to close by law and are liable for Business Rates

The ‘Local Restrictions Support Grant (LRSG) Closed’ grant covers the time of Tier 3 restrictions from 16 December to 19 December.

Businesses eligible for help under the Closed scheme are those that were required to close by Government by law for this 4 day period as detailed below: 

  • Hospitality venues such as cafes, restaurants, pubs, bars and social clubs

  • Entertainment venues such as theatres, concert halls, cinemas, museums and galleries, casinos, amusement arcades, bingo halls, bowling alleys, skating rinks, go-karting venues, soft play centres and areas, circuses, fairgrounds, funfairs, zoos and other animal attractions, water parks and theme parks. 

  • Accommodation such as hotels, hostels, guest houses and campsites.

Your business must have been liable for business rates and trading the day before the restrictions came into force (unless previous restrictions on that day meant you were closed). 

Businesses that are in administration, are insolvent or where a striking-off notice has been made are not eligible for funding under this scheme. 

The level of grants payable under the scheme for the 4 day period from 16 December to 19 December are set out below: 

  • Properties with a rateable value of £15,000 or under receive a grant of £190.57 

  • Properties with a rateable value of over £15,000 and below £51,000 receive a grant of £285.71 

  • Properties with a rateable value of £51,000 or over would receive a grant of £428.57. 

If you are liable for Business Rates and have already made a Tier 2 or Tier 4 grant application you do not need to make an application for this grant as we will use the information you have previously provided to determine eligibility. If you have not yet applied for a Tier 2 grant or Tier 4 grant please refer to our website for details of the schemes and application process here. Tier 3 ‘Open’ grant for businesses that were open but severely affected by local restrictions

The ‘Local Restrictions Support Grant (LRSG) Open’ grant covers the time of Tier 3 restrictions from 16 December to 19 December.

The level of grants payable under the scheme for the 4 day period from 16 December to 19 December are set out below: 

  • Properties with a rateable value/fixed commercial property costs of £15,000 or under receive a grant of £133.43 

  • Properties with a rateable value/fixed commercial property costs of over £15,000 and below £51,000 receive a grant of £200.00 

  • Properties with a rateable value/fixed commercial property costs of £51,000 or over would receive a grant of £300.00

The LRSG Open scheme is discretionary and available to both Businesses that are business ratepayers and those who are not business ratepayers. However, to qualify for a grant under Tier 3 businesses should only be in the following sector: 

  • Leisure facilities which occupy commercial property and provide group classes, workshops or events indoors as the main/substantial part of their business such as dance studios and fitness studios. 

Your business must have been trading the day before the restrictions came into force.

Businesses that are in administration, are insolvent or where a striking-off notice has been made are not eligible for funding under this scheme. 

If you are liable for Business Rates and have already made a Tier 2 grant application you do not need to make an application for this grant as we will use the information you have previously provided to determine eligibility. If you are based in a commercial property but are not liable for Business Rates, you do not need to make an application, as we will use your application to the Additional Restrictions Grant to determine your eligibility.
