IT and Digital

We share our IT service with Kingston Council. The service has acted as a key enabler for other shared services and flexible and collaborative working.

At both authorities, there is recognition that technology is a driver for change. As ambitious organisations, investment in digital transformation has been made a key priority.  

We’re in an exciting position in that, between our two councils, we boast a dynamic and varied customer base that extends beyond the residents of the two boroughs. 

We have clear objectives to stand amongst the best in the country when it comes to service delivery and performance. Our leaders recognise the crucial role that our ICT services have to play in this. 

The IT Service are always looking to push the boundaries and find innovative and creative new ways of delivering key services. 

Finance

We share our Finance services with Kingston Council. The Finance Shared Service was established in April 2017 and provides financial services to the both Councils. 

With over 130 staff and almost 60 different roles we are a large service. We have many customers including:

  • front-line Council services
  • Councillors
  • residents
  • Council-owned companies
  • businesses
  • partner organisations from other sectors

The Shared Finance Service supports all areas of Council business. It provides strong financial governance and stewardship as well as expert advice and strategic thinking. 

We are involved in a wide range of innovative and transformative projects in both Councils, and help drive the development of strong commercial acumen across the Councils.

Human Resources

We share our Human Resources (HR) Service with Kingston Council.

HR plays an exciting and critical role in enabling Kingston and Sutton Councils and other clients to deliver their strategic outcomes. The service enables organisations to create the right ‘people’ conditions.

HR looks after a number of different areas that make up the employee lifecycle, including:

  • workforce strategy
  • recruitment
  • onboarding
  • performance management
  • learning and development
  • payroll
  • diversity and inclusion
  • staff engagement

Commissioning and procurement

Sutton Council is a commissioning council. We are committed to using the commissioning cycle to make evidence-based decisions about the services we provide and how we deliver them.

The commissioning team is responsible for this process and the ongoing monitoring and contract management of services that are outsourced. 

The procurement team provides advice on the procurement/buying of goods and services in line with legislation.

Legal

Our legal service is shared with Kingston, Merton, Richmond and Wandsworth Councils as London’s first five-borough legal service. Merton Council is the lead Council for the shared service, and you can find career opportunities with the legal service on Merton Council’s website.

The service is divided into four teams:

Property and Commercial Team

Provides legal advice and support in relation to procurement, contracts, property and employment matters for all councils.

Litigation, Housing and Planning Team

Litigates on behalf of all the Councils in the civil and criminal courts. The team also advises on all planning and highways matters.

Social Care and Education

Provides legal advice and support to adults’ and children’s social care teams as well as to the education teams for all councils.

Practice Management Team

Supports the legal service by providing administrative support to the legal officers. Provides practice management support and information to legal services managers.

Development, environment, growth, planning and regeneration

We have a number of different departments, including:

  • Building Control
  • Planning
  • Waste and Refuse Services
  • Highways
  • Engineering
  • Housing Regeneration
  • Community Safety
  • Climate Action
  • Transport

The service also includes Opportunity Sutton, which provides a focus for economic development, growth and regeneration in Sutton. It works across our departments and with partners in business, retail, education, development and housing, to make Sutton a great place to invest, live and work.
