About the contract
Kingdom are commissioned to enforce environmental crimes under the relevant piece of legislation.
Enforcement officer pay
The enforcement officers do not have targets to meet regarding issuing fines and no contract key performance indicators exist in this regard.
Officers are paid a fixed salary and no bonus payments are made for any fines that may be issued.
In the three years since the service has been in place the average number of Enforcement Officers available on a daily basis has been 3 officers. The total number of fines issued to date equates to 1.6 fines being issued per officer per day. Officers actually spend more time delivering education and awareness than they do issuing fines and bringing added social value to Sutton.
Resident survey results
Summer 2021 we conducted a survey with residents on their street cleaning service. The results were in favour of being more strict against environmental crimes. The residents want the council to become more proactive.
The has led to the creation of the Environmental Enforcement service. This began in December 2021.
Residents state they want a ‘zero tolerance approach’ especially with littering and fly-tipping.
Government support
In March 2023, the government published its Anti-social Behaviour Action Plan.
The plan is a new way to provide tools for the Police, local authorities and other agencies to tackle anti social behaviour.
This supports Sutton Council’s position on environmental enforcement. It shows a need to deal with the issue at a local level. This is to make sure that Sutton is a safe environment for people to live, work and visit.
Our environmental enforcement approach will mainly use the Environmental Protection Act 1990.
