On Monday 22 May 2023, Sutton Council held its Annual Council meeting. Councillor Colin Stears was appointed as the Mayor of Sutton for the next Mayoral year. 

Councillor Stears was born in St Helier Hospital and has been a Councillor since 2006. He was the Lead Councillor for Adult Social Services for 12 years and has most recently chaired the Council's Scrutiny and Audit and Governance Committees, before becoming Deputy Mayor last year. 

A qualified accountant, Councillor Stears has worked in the NHS for over 45 years and is the Managing Partner of one of the largest General Practices/Primary Care Networks in London. He is an active member of Cheam and Sutton Royal British Legion and at present is Branch Standard Bearer and Treasurer. 

Councillor Stears is also a keen sports enthusiast, having refereed football at a senior level for many years, he also played cricket for Luton Town CC.

Councillor Louise Phelan was elected as Councillor Stears Deputy Mayor. Louise has lived and worked in the borough for over 25 years and was elected as Councillor for Sutton South in the most recent local elections in May 2022. 

Louise has worked in a number of retail management positions as well as in hospitality.  She also ran a local Library on a Sunday for nearly 10 years. Louise has played an active role in a number of local community groups and organisations, standing as Chair, Trustee and Volunteer.

Louise is a single parent to one teenage son who will be actively supporting her in her role as Madam Deputy Mayor.

The Mayor of Sutton's two chosen charities for 2023-2024 are St Raphael's Hospice Wellbeing Centre and Volunteer Centre Sutton 'Sutton Youth Cares about the Future Project.
