To apply for a PPA permit, we’ll need to see proof of residence and proof that you’re the registered keeper of the vehicle.

Proof of residence must be:

  • a valid or current tenancy agreement, or
  • a Council Tax letter (must be current financial year), or
  • a utility bill (gas/electric/water) no more than 3 months old, or
  • if you are moving into the area, we will need confirmation of your new address (such as a solicitor's letter or a tenancy agreement)

Proof you’re the registered keeper of the vehicle must be:

  • a copy of the vehicle registration document (V5) that shows your address, or
  • a copy of a car insurance document that shows you as the policy holder and includes your address and vehicle details

If you are applying for a permit for a company car

We will need written confirmation that you have sole use of the vehicle at your address. 

This needs to:

  • be written on headed company notepaper
  • be from the company secretary (it can’t be the person applying)
  • include the vehicle registration number

Costs

The cost of the permit depends on:

  • the type of vehicle you have and 
  • how many permits you have at the property (maximum of 3 permits allowed)

What happens next

A permit is valid for 12 months from the 1st of the month following your application.

Zones of operation

View our online street checker to see if you are eligible for a permit in the new PPA zones. If your road name is not listed you are not eligible for a permit.

When applying, you will need to provide proof of eligibility for your address as well as for your vehicle.

Proof of Residence

If you are on the Register of Electors (this will be checked) then no further proof of residence is required to be provided. If not then additional evidence will be required as per below.

We will only accept:

(d) If you are moving into the area we will need confirmation of your new address, for example a solicitor's letter or a tenancy agreement.

Proof that you are the registered keeper of the vehicle

We will only accept:

(a) a copy of the vehicle registration document (V5) showing the address included on the application or

(b) an insurance document showing you as the policy holder with the address and vehicle details included on the application.

If you are applying for a permit for a company car - we will only accept:

(a) headed company notepaper from the company secretary (not the applicant) confirming that you have sole use of the vehicle (stating the vehicle registration number) which is kept at the address included on the application.

Permit costs

A permit is valid for 12 months from the 1st of the month following your application.

Visitor permits

During controlled hours visitors to households in PPA will need to display a Resident’s Visitor Permit.

Each household within the area is eligible for 50 free hours of visitor permit vouchers per annum. If your household has not received an allocation of free vouchers already they will be sent when you apply for your first permit. If you do not have a vehicle but wish to apply for your household’s free visitor vouchers then you can do this online or by downloading and returning this form.
