Sutton Council launched a new and improved street cleaning service in April 2025 and is investing more than ever before in keeping the borough clean. 

Feedback from residents played a key role in designing this improved service. 

The new street cleaning service (operated on the Council’s behalf by Veolia) is:

  • more responsive - thanks to street cleaners based at a new depot (Therapia Lane in Beddington) providing scheduled and reactive cleaning services seven days a week.
  • more resident-focused - improvements to the council website make it easier than ever for residents to report street cleaning issues including:
    • an enhanced map function helps you pinpoint the exact location of the street cleaning issue you want to highlight
    • uploading photos of the issue you are reporting 
    • receiving updates and confirmation when the issue has been resolved
    • reporting if a recycling or waste collection crew has made a mess when completing their collection - with the crew in question being sent back to clear it up.  
  • more sustainable - the street cleaning service is supported by a fleet of new vehicles that are more efficient, including seven electric vans and an electric-assisted tricycle. Even the new diesel fuel vehicles are significantly cleaner than the old fleet and can be run on low-carbon Hydrotreated Vegetable Oil (HVO) fuels without the need for engine modifications. The new local depot also cuts travel distances for the street cleaning teams, reducing carbon emissions.
  • more efficient - the new street cleaning service features additional high-tech mechanical sweeping machines that clean streets incredibly efficiently and safely and help reduce weed growth. This frees up more resources to ensure harder-to-clean areas are attended to by manual sweepers and that street litter bags are cleared more quickly. Additional litter bin sensors are being installed across the borough to ensure crews are only sent to empty litter bins when they are full - again saving on fuel and cutting carbon emissions.
  • more effective - a night-time fly-tip removal team ensures we start each day with clean streets. This is a huge benefit particularly for residents who live in flats above shops as the night-time team focuses its attentions on the borough’s high streets and district shopping parades, where fly tipping is a particular challenge.

Deep Clean Programme

Our rolling programme of deep cleans gives high streets and residential roads across the borough an intensive clean to get them looking better than ever. A dedicated team carries out over 50 deep cleans every year, working with residents to move cars so they can get to every nook and cranny.  Planned road closures are used where necessary to support the deep clean team gain access to particularly hard-to-clean areas.

  • 15 September - Queens Road
  • 22 September - Godalming Avenue
  • 22 September - The Crescent
  • 25 September - Denmark Road
  • 29 September - High View
  • 6 October - Gomshall Avenue
  • 9 October - Westminster Road
  • 13 October - Farm Way
  • 13 October - Stanley Road
  • 20 October - Brookflield Avenue
  • 20 October - Parkside

In autumn, the deep clean team is supported by dedicated leafing teams, to ensure fallen leaves are cleared from the streets and pavements as quickly as possible.

These deep cleans are an important part of our plan to ensure the cleanliness of Sutton’s street continues to improve. 

Enforcement

We know from our resident surveys that more than three-quarters of you support a ‘zero tolerance’ approach to people who fly-tip or drop litter. Nine in ten residents think that people who drop litter should be fined.   

That’s why we have a team of dedicated environmental enforcement officers who patrol the streets of the borough to identify, investigate and take enforcement action against all types of fly tipping, littering, dog fouling and other environmental offences.

The enforcement officers also work with residents to raise awareness of why littering, fly-tipping and dog fouling is such a problem and what local people can do to help prevent it from happening.

People caught fly-tipping can receive on-the-spot fines of £400, while those caught littering can be fined £150. People who don't clear up after their dog could find themselves receiving a £50 Fixed Penalty Notice. 

The uniformed officers are provided by our enforcement partner, Kingdom Services Group, and they are a vital part of the team that helps keep Sutton’s streets clean.
