Co-Design Consultation and Estate Options Appraisal
The plans to improve Elm Grove have been discussed for some time, with the Council keen to ensure that its residents have better, more sustainable homes, and a safe, well-designed environment to live in.
With the publication of the Mayor of London's Good Practice Guide to Estate Regeneration (February 2018), we’ve taken the opportunity to reassess the options for the estate in more detail and to work with residents to ensure that the option taken forward is the right solution for Elm Grove and its community.
Between November 2020 and February 2021, a series of 8 co-design workshops with residents were held to consider 3 options for the future of Elm Grove: (i) refurbishment, (ii) partial redevelopment and (iii) full redevelopment. Through this process, full redevelopment was established as the most suitable option to meet the needs of residents, the Council and the wider community.
The introductory workshop provided the background to the Elm Grove Regeneration, including a summary of the engagement that had taken place, the emerging Masterplan and a recap on the Council’s offer and commitments Estate Regeneration Rehousing and Compensation Scheme (October 2018).
The second workshop explained the principles of the Mayor of London's Good Practice Guide to Estate Regeneration 2018 and discussion well held around a set of additional specific commitments proposed by residents.
The third workshop focused on discussions around the emerging Community Charter, considering Elm Grove within the wider town centre setting and the possible options for the estate, including: (i) refurbishment, (ii) partial redevelopment and (iii) full redevelopment.
The fourth workshop provided a recap of workshop 2 and presented the Council’s initial response to the additional specific commitments sought by residents at the previous workshop.
The fifth workshop focused on Elm Grove in the town centre location and discussed the emerging Community Charter, as well as reviewing the opportunities and constraints of the 3 estate options being considered.
The sixth workshop was this final workshop on the Residents’ Charter and provided a recap of workshop 4 and set out what could be agreed by the Council in relation to the additional specific commitments to residents living on the estate.
The seventh workshop provided a recap on the opportunities and constraints for each of the 3 options, the draft Community Charter and measured each option against the resident priorities contained within the Community Charter.
The eighth and final workshop presented details of the agreed additional specific commitments to be combined with the offers and commitments in the Estate Regeneration Rehousing and Compensation Scheme (2018) to form the Residents’ Charter for Elm Grove.
The workshop was also used to provide a recap on what had been agreed with residents in terms of their priorities for the estate in the Community Charter and the assessment of the estate options against these priorities.
