Elm Grove awarded more GLA funding

Sutton Council has been awarded a further £19.2 million in funding from the Greater London Authority (GLA) to put towards the Elm Grove Regeneration Scheme.

The additional grant brings the total allocation up to £26.6m and will help fund replacement and additional affordable homes.

Search for a development partner

The search for a development partner to deliver the new homes on Elm Grove is underway. We've shortlisted 3 bidders with negotiations through the competitive dialogue process ongoing. The selection of a preferred bidder (partner) is expected to be made in the summer.

A step closer to securing planning permission

On 15 March 2024 the Council submitted its Outline Planning Application for Elm Grove. This follows extensive consultation over a number of years, including an estate ballot, where residents voted in favour of the proposals, discussions with local businesses and the wider community, and consultation with a range of internal and external stakeholders. Feedback has helped to shape the plans for the estate and inform the planning application.

A decision on the application is due in the summer.

Authority to make a Compulsory Purchase Order

On 19 February 2024, the Council’s Strategy and Resources Committee authorised the making of a Compulsory Purchase Order (CPO), for the Council to compulsorily acquire any private land and property interests it needs to facilitate the regeneration of Elm Grove.  

The CPO will only be used as a last resort, where a negotiated agreement cannot be reached within a reasonable timescale to enable the redevelopment to proceed.
