Elm Grove Estate Regeneration

We are delighted to present the Elm Grove regeneration opportunity to our potential developer partners. Sutton has an experienced internal and external team delivering this scheme; we have worked hard to maximise the opportunities for the estate’s residents, and also minimised impediments to scheme delivery.

We have:

  • secured a ‘yes’ vote from the estate’s residents, with 79% voting in favour of our regeneration plans in March 2022
  • agreed to pursue an outline planning approach with the LPA, which will
  • balance our desire for the highest design standards with ensuring the commercial focus and deliverability focus of our developer partner combine to bring about truly exceptional placemaking
  • secured all the GLA grant funding that we require to deliver the scheme - with a commitment to achieving a start on site in May 2025
  • secured internal governance approval to proceed with the project, including the use of CPO powers to ensure land deliverability if required

We are ambitious for our borough and our residents. Sutton will be on the map in London, nationally and internationally as the world-leading cancer research campus, the London Cancer Hub in Belmont, continues to grow and ensure strong and fair economic growth locally.

In response to Sutton residents' need for new affordable homes, quality and affordable housing is one of our Council’s top priorities.

To take this vision forward, we’re now looking for an experienced development partner who shares our goal to deliver a stand-out scheme that truly represents the aspirations of our residents on Elm Grove at the heart of Sutton Town Centre. This brochure and accompanying documents provide more information about this key project.

AI vision of what Elm Grove could look like

Sutton design standards

We aim to build homes to the highest standards. Our Ambitious for Sutton corporate objectives sets our goal to develop affordable homes that are safe, sustainable and good quality.

A key element of our plan for Elm Grove is to pay particular attention to sustainability by aiming to build homes that meet PassivHaus principles. We are aware of how close the estate is to the town centre, this has helped in our vision to create a scheme that offers outstanding landscaping and stand out pedestrian connections between the residential buildings and the busy high street.

Ambitious for Sutton

Sutton is a vibrant and dynamic town located in the South West of London. It is an exciting place to live, work, and visit. There are many projects underway that are adding to Sutton’s already great mix of natural beauty, cultural attractions, good schools, and excellent transport link.

Sutton town centre regeneration projects

In 2021 Sutton Council was awarded £11.35m from the Department for Levelling Up, Housing and Communities’ Future High Streets Fund to regenerate the high street.

We are developing a wide range of new affordable homes across the borough. The regeneration of Beech Tree Place will  deliver 92 new and replacement affordable homes. This will include new homes for the existing residents of the estate, alongside additional affordable rented homes and shared ownership accommodation.
