Some industrial processes have the potential to cause pollution. You must have a permit to operate them.

There are currently 3 types of processes:

Part A1 processes

These have the potential to cause pollution. They're regulated by the Environment Agency.

Part A2 processes

These have the potential to cause pollution. They're regulated by local authorities.

Part B processes

These have the potential to cause only air pollution. They're inspected and regulated by local authorities

Examples of Part B processes include:

  • vehicle re-spraying
  • dry cleaning and
  • the unloading (delivery) of petrol

We are responsible for authorising and inspecting all Part B processes. This is also referred to as Local Authority Pollution Prevention and Control (LAPPC).

If you hold an Environmental Permit, you'll need to pay an annual fee known as a subsistence fee.

These fees are set each year by DEFRA.

Applying for a Part B permit

If you operate a Part B process that requires a permit, you must:

  • submit an application to us
  • pay the appropriate fee

We will then issue a permit under government guidance.

You must follow the conditions of a permit and they will be subject to inspection.

Surrendering a Part B permit

If the process that requires the permit is no longer operational, you'll need to submit a form surrendering the permit.

Variations

If there is a change to the process, a Variation Notice may need to be issued. You can contact the Pollution Control Team for advice, by:

Transfers

If the process is remaining operational but there is a change to the operator, the current permit holder is required to submit the details on a Transfer form.
